    Spot on. This, combined with the common misconception that new is always better, has led to a grievous over-extension of city services. When a relatively static population irresponsibly sprawls into outlying areas, infrastructure and services are stretched to the point of inefficiency, crime rises and the community suffers. To build chipboard and vinyl suburbs without nurturing the heritage neighborhoods is like sewing a beautiful fringe on a rotten fabric.
